Cold Harbour was an area of the City of London close to Cannon Street station. There is still a Sugar Loaf Pub in the area: https://www.nicholsonspubs.co.uk/restaurants/london/thesugarloafcannonstreet but the present building is C19. The pub’s website notes that there used to be many sugar refiners in the area.
